Obama Has Proclaimed Himself “Re di Tutto”

Good grief.

So, on Friday Obama quietly signed a new executive order declaring…so it appears at first glance…that the government now controls everything, whether in peacetime or during a national emergency. I’m still trying to wrap my brain around it all, but his list of what’s covered certainly looks comprehensive. Some excerpts from ‘Executive Order — National Defense Resources Preparedness:’

Sec. 102Policy.  The United States must have an industrial and technological base capable of meeting national defense requirements and capable of contributing to the technological superiority of its national defense equipment in peacetime and in times of national emergency.  The domestic industrial and technological base is the foundation for national defense preparedness.  The authorities provided in the Act shall be used to strengthen this base and to ensure it is capable of responding to the national defense needs of the United States.

Sec. 201Priorities and Allocations Authorities.  (a)  The authority of the President conferred by section 101 of the Act, 50 U.S.C. App. 2071, to require acceptance and priority performance of contracts or orders (other than contracts of employment) to promote the national defense over performance of any other contracts or orders, and to allocate materials, services, and facilities as deemed necessary or appropriate to promote the national defense, is delegated to the following agency heads:

(1)  the Secretary of Agriculture with respect to food resources, food resource facilities, livestock resources, veterinary resources, plant health resources, and the domestic distribution of farm equipment and commercial fertilizer;

(2)  the Secretary of Energy with respect to all forms of energy;

(3)  the Secretary of Health and Human Services with respect to health resources;

(4)  the Secretary of Transportation with respect to all forms of civil transportation;

(5)  the Secretary of Defense with respect to water resources; and

(6)  the Secretary of Commerce with respect to all other materials, services, and facilities, including construction materials.

That’s just to give you an idea; the list goes on…and on. I’ve still got friends messaging me, saying it looks to them as if the president has now decided that Washington can control just about every facet of life, from food to transportation (including civilian travel) to the heads of the departments listed loaning themselves money (section 302) they determine is necessary without Congressional oversight or approval.

Section 601 is decidedly creepy:

Sec. 601Secretary of Labor.  (a)  The Secretary of Labor, in coordination with the Secretary of Defense and the heads of other agencies, as deemed appropriate by the Secretary of Labor, shall:

(1)  collect and maintain data necessary to make a continuing appraisal of the Nation’s workforce needs for purposes of national defense;

(2)  upon request by the Director of Selective Service, and in coordination with the Secretary of Defense, assist the Director of Selective Service in development of policies regulating the induction and deferment of persons for duty in the armed services;

(3)  upon request from the head of an agency with authority under this order, consult with that agency with respect to:  (i) the effect of contemplated actions on labor demand and utilization; (ii) the relation of labor demand to materials and facilities requirements; and (iii) such other matters as will assist in making the exercise of priority and allocations functions consistent with effective utilization and distribution of labor;

(4)  upon request from the head of an agency with authority under this order:  (i) formulate plans, programs, and policies for meeting the labor requirements of actions to be taken for national defense purposes; and (ii) estimate training needs to help address national defense requirements and promote necessary and appropriate training programs; and

(5)  develop and implement an effective labor management relations policy to support the activities and programs under this order, with the cooperation of other agencies as deemed appropriate by the Secretary of Labor, including the National Labor Relations Board, the Federal Labor Relations Authority, the National Mediation Board, and the Federal Mediation and Conciliation Service.

(b)  All agencies shall cooperate with the Secretary of Labor, upon request, for the purposes of this section, to the extent permitted by law.

Perhaps I read too much into it, but it sounds like citizens can now be impressed for labor or military service if it’s ‘deemed appropriate’ by one of these department heads.

I am reminded somewhat disquietingly of Robin Williams’ “Ray D. Tutto” character from the Terry Gilliam 1988 movie The Adventures of Baron Munchausen. “Re di Tutto,” of course, means “King of Everything” in Italian.

This bears watching…I hope I’m overreacting, but I’ll wait to see how it all shakes out.

  • For disclosure’s sake, I must credit my friend Carrie B. On a Facebook group I belong to for calling my attention to this new atrocity. I thanked her, saying I hadn’t seen mention of it anywhere else…and another member chimed in with “Directive 10-289.”

    Guess there really isn’t anything new under the sun…

      Come to think on it, for being an early poster of this news I might get a visit from some commissar taking me to task for making ‘counterrevolutionary’ or ‘hooligan’ statements, huh?

        The post was excellent, I loved it. I just didn’t like the crack about Germans. There are evil men from every tribe. It’s just that I’ve just about had enough of Germans being the left’s whipping boy. But if it’s ok to make broad generalizations about one racial group, then what’s sauce for the goose is sauce for the gander. Right? I don’t feel guilty any more because I’m of German decent and I don’t apologize for being white either, or a capitalist, or an American. If you mean ‘nazi’ then say nazi and lay off the Germans.

        • No worries, as Bugs Bunny might say “you don’t know me vewwy well, DO you,” I’m new to Chris’ venue but I’ve been railing for years about the demonization of Germans by those who give a pass to the Soviets or Chinese Communists, whose regimes made Hitler look like a total amateur when it came to mass murder.

          These nitwits celebrating Che Guevara on college campuses by wearing T shirts with the mug of that psychopath emblazoned on them, or even the occasional Mao shirt get a similar treatment.

          I detest sociopathic tyrants of every cut and stripe, and I’m in the habit of mocking them at every turn. I couldn’t think up a quick way to parody a sinister NKVD agent…I’ll work on that.

          I am 100% German and I found it dam funny. If you can’t laugh at your own heritage from time to time perhaps you are taking things a little too seriously.

            me to…tiny bit of scotch-irish from my grandma…she was tough as nails, raised 4 kids (by herself, her husband died) thru the great Depression and my dad (the youngest born in 1929) and two of his sister are still alive…a sense of humor, ability to laugh makes for a long life.

    I don’t know why most of the commenters are making meaningless text about things not in this Presidential Exec Order, which should be the focus here. To summarize, all Obama has to declare is a national emergency for his Dept. Secretaries and Leon “no guns near me” Panetta to take over the entire US economy, food, water, and borrowing authority with no oversite. Still concerned about a joke reference to Germans. Chris Duane is posting substantive articles and bozo does his act to distract from the concern here. Sad…

      Your point is taken Jay but we don’t actually know what is in the exec order yet and from what I can see at this time… what’s new here? He seems to have just proclaimed what he’s been doing all along anyway. I don’t see anything new here yet.

      • Aurochs, I concur that there’s nothing new here except for codification of the arbitrary and capricious things the government’s been doing.

        Like the NDAA, when you make something official it helps legitimize it, and to the ‘law-n-order’ mindset that can be sufficient. So what if it’s evil and wrong? It’s THE LAW!

          Exactly what Hitler did in the thirties, make evil the law then you can justify your actions. Not that evil men need justification, but it does help in controlling a portion of the masses.

    • I was concerned by just that factor, Jay…in my own blog post I recalled that unless my memory’s flaky we’ve been in a state of emergency for many years now. Read between the lines of Newspeak and the answer seems to be that they can implement any or all of these draconian measures whenever they feel like it.
